It appears to be a rare and endangered sub-species of Artemisia campestris occurring in a very limited habitat in the USA. Commercial use of it is probably out of the question. A mistaken reference is much more likely. The Artemisia family presents a lot of confusion when using common names. (As does the Foeniculum family.) I wouldn't condemn somebody for a mistake in Artemisia nomenclature.
